    The challenges of using ICT are widely discussed in the literature. The way of discussing them differs from one study to another. Corbitt's study examined these challenges from two different perspectives: internal and external (Kong, 2003; p. 56). Alwabel and Zairi (2005; p.7) classified them into five categories: dominant, organizational, environmental, communication and technological. Arranda et al. (2005) studied challenges based on business sector, while Jones et al. (2003) believe that there are “perceptual and reality” barriers to the use of ICT. They also add that e-commerce barriers can be classified in two ways: by type of business and by time of incidence (Jones et al., 2003; p.1).
