While it's still a bit premature to see whether this will actually be true, the ACA hasn't necessarily gotten off to a good start in this regard. An 18-month-old study in Oregon looked at a group of low-income residents who gained Medicaid coverage (a large portion of those who will be insured under the ACA) as an experiment carried out by the State. Newly insured people contributed to a 40 percent increase in emergency room visits (Nicks, 2014). President Barack Obama and supporters of the ACA hoped that if citizens had insurance, it would reduce the volume of emergency room visits, especially for situations that could be easily handled by the patient's primary care physician. Let's hope this isn't a sign of things to come. It goes without saying that this is not what the ACA was designed to do.
