    Risk management basically refers to the identification of possible threats that may hinder the achievement of organizational objectives and the taking of measures to deal with these threats to the advance. These measures aim to reduce the chances of the risk occurring or to be prepared to deal with the consequences when the risk occurs. Risks present an element of uncertainty for the exposed unit Ashford (2008). Fire and rescue service risk management aims to have precautionary measures in place for what may or may not happen. It involves identifying and assessing possible threats or risks and devising strategies to deal with the risk. All organizations aim to maintain holistic and corporate methods to improve the well-being of their staff and the safety of the general public. In doing so, costs are also considered since one of the common goals of the organization is to maximize profits and growth. Strategies selected for risk and fire management must therefore be cost-effective. This is assessed in terms of the likelihood of the risk occurring and its impact if it occurs. Some risks have a high probability of occurring but a low impact even when they occur. Risk management objectives focus on health, safety, financial implications and controlling and minimizing losses. Fire and risk management plans outline strategies that will help prevent fires from occurring and mitigate impacts if fire occurs by responding immediately. Different organizations and countries have developed fire management plans, such as Northumberland Fire and Rescue Service. The plan aims to improve community safety. The plan reflects local needs and effectively manages existing and potential risks facing the community.
