    They would get away with using their authority to do whatever they want, including torturing others, even when doing so is against the law. If Mr. Virabyan did not take his case to the European Court of Human Rights, he would have to suffer the suffering inflicted on him and would not get justice. In Mr. Virabyan's case, the police were not questioned as much as Mr. Virabyan because they are the authority. If citizens do not appeal their cases or fight for their rights, the police may continue to abuse their power over citizens and foreigners. Another possible outcome if things are not taken seriously is that citizens will start torturing each other. Citizens will start to wonder if the authority can get away with such acts of torture and so will I. They will start hurting each other, either to show who is more powerful, or for interrogation purposes, so they can get what they want.
