Based on the listed KCF learning objectives, outcomes and principles, the focus is on the development of cognitive skills, ability to young children's learning, problem solving and ability to transfer knowledge. In addition to focusing on cognitive development, MOE is also interested in the development of the whole person. An example of the key outcomes of early childhood education, such as knowing what is right and what is wrong, being able to interact with others, and loving one's family, friends, teachers, and school, is an example of a curriculum as humanism. The legislative framework governing the KCF is the Child Care Centers Act (CCCA), the Child Care Centers Regulations (CCCR) and the Education Act (EA). The CCCA and CCCR were created to control, license and regulate child care for children aged 18 months to 7 years. The EA was created to regulate kindergartens for children aged 4 to 6 years. Various agencies are also being established, such as the Early Childhood Development Agency (ECDA), which serves as the regulatory and developmental authority for early childhood development.
