Zachman was one of the pioneers of enterprise IT architecture. His paper, “Business Systems Planning and Business Information Control Study: A Comparison,” was one of the first efforts to suggest that companies should think more carefully about how they integrated systems and data. He used the analogy of architecture, since, as Hurley and Tompkins summarized, "each stage of building a house requires different levels of detail." At each stage, decisions must be made about what materials compromise the product, how it will work, where the components are located, who is involved, when tasks are performed. need to be completed and why they are important” (Hurley and Tompkins, 1999: 76). This concept was developed in the early 1990s by authors like Wiley, who argued that creating systems that allow information to flow freely within an organization. was essential to the effective functioning of groups (Wylie, 1990). Modern developments in this area have come from authors such as Lankhurst, who gives the example of the Dutch government's use of computer architecture to coordinate its tax collection. (Lankhurst et al, 2009). This relates to information management strategy, as it demonstrates the modern need for well-managed information. Much of the work of Lankhurst et al. develop the model set out by Spewak and Hill, who offer practical advice on how businesses can create data-integrated systems using technology (Spewak and Hill, 1993). Although it may be tempting to call enterprise IT architecture another form of IT strategy, this is false. IT strategy is only part of it. As Lawson says: “Many leaders are good at developing strategy, but often not so good at making it work” (Lawson 2006).
