In Britain there is a central health system and all doctors and nurses are civil servants. Unlike Britain, the Philippines' healthcare system is dominated by high-end, for-profit private facilities. As a result, inequity continues to be the leading health problem in a health sector where poor health outcomes persist for poorer income groups and geographies.
