    Each country has different circumstances for offenses. Firstly, Japan is known as one of the safest countries in the world. Secondly, New Zealand has something that is a trend of increasing crime rates, especially in more minor cases. I have observed Japan as a citizen for over forty years and had the opportunity to see New Zealand's present and past as an international student. . Based on these observations, I will explore the provisions or solutions to the increasing crime rate. I lived in one of the most modern cities in Japan called Kobe-city from 2004 to 2010. The city called "City that Never Sleeps" had a higher crime rate than rural areas even in Japan . Where and when do people who commit a crime learn the method? There, I saw elementary school students who smoke cigarettes behind the school and their parents and do not return home even after midnight. They had a rebellious attitude towards the society to which they obviously belong. Children who cannot obey their parents for certain reasons. I think maybe it comes from the relationship between children and parents....
