It was initially developed to meet the needs of the integrated digital broadband services network in the late 1980s and designed to combine telecommunications and computer networks. It was originally designed for use in public networks, but is now also being deployed as a major core technology for private networks. ATM uses asynchronous time-division multiplexing to encode and transfer data in fixed-size cells or packets. It is normally used by Internet service providers on their private long distance networks. It operates at the data link layer (layer 2 in the OSI model) over fiber optic or twisted pair cable. It uses a connection-oriented model in which a virtual circuit must be established between two endpoints before the actual data exchange takes place. These virtual circuits can be dedicated connections that are usually preconfigured by the service provider, or "switched", that is, established for each call using signaling and disconnected when the call is completed.
