Most of that money also goes toward opportunities for inmates eligible for parole and disability. The problem with California's prison system budget is that health care money is "missing" by millions of dollars a year in federal funding. Another problem with this issue is that approximately 35 counties in California refuse to accept state funding. $13 million missing (Blake Bunch). It is important to know where the budget or money is going because the prison or prison system does not provide health care to inmates.
