    Especially after the 18th century, the process of establishing organized and monopolized violence existed in European history and resulted in a form of government called "States nationals”. In this process, some main factors played an important role, such as war and merchant capitalism. In this sense, Tilly asserts that “the creation of states in merchant capitalism was mutually reinforcing” (1985, p. 170). This statement can be accepted since we can see some examples of it in the near past. In order to understand and discuss Tilly's claim, we must first briefly examine his claims about what states do and thus the relationships between its parts.
