This has the greatest impact on those who earn just over $46,000 and can barely afford health insurance but still have to pay full price for it. Additionally, people who refuse to purchase health care must pay a fee called an “individual mandate.” This is a tax that is the greater of $325 or 2% of a person's modified adjusted gross income. This is a problem for a lot of people and is one of the main reasons why a significant percentage of the population opposes the new health care law.
