Second, organizing health services according to the needs and expectations of individuals is the reform of service delivery. Third, integrate health into all industrial sectors, that is, reform public policies. Then, the fourth key objective is leadership reform and, finally, increasing stakeholder participation. In 1978, the World Health Organization adopted the Declaration of Alma-Ata. The statement, named after the host city, Almaty, Kazakhstan (formerly known as Alma-Ata), outlines the organization's stance toward making health care accessible to everyone around the world (Mcmurray, 2011 ). The declaration states that health is a "fundamental human right and that achieving the highest possible level of health is a very important social goal whose achievement requires the action of many other social and economic sectors in addition to the health sector." health”.
