  • Essay / Los Angeles Police Department Basics - 766

Some departments in recent history have had very difficult times when it comes to corruption. There is the West Valley Police Department, the Baltimore Police Department, and the Atlanta Police Department, just to name a few. Yet no one can defeat the corruption of the Los Angeles Police Department's Rampart Division. Recently, there have been more than 140 lawsuits for more than $125 million paid for wrongful arrests, false testimony, theft, bad reporting and murder. The LAPD should have seen this coming. The culture of the LAPD has always been a very aggressive department due to the history of the city. With a history of riots and gang violence, the LAPD is expected to take a tough stance to keep the city safe. One such riot occurred in 1992 after the Rodney King incident in which several officers chased King, followed by a savage beating near death. This shows the aggressiveness of the police. Later, after two trials, two officers were fired.RampartSome of this aggression and violence can be traced back to Rampart. Rampart was created in the 1970s to combat the gang violence that was ravaging Northwest Los Angeles. Chief Gates instituted the Community Resources Against Street Hoodlums or CRASH anti-gang program. These officers had little oversight, were the LAPD's toughest and most aggressive officers, and seemed to think they were above the law. It is well known that a major cause of corruption in these specialized units is lack of supervision. Coupled with the lack of supervision and the temptation to deal with drugs and money, the CRASH unit got into a lot of trouble when the thin blue line was crossed. by Officer Rafael Perez. Perez was brought in after being caught in the middle of a paper...and it also affected the integrity of a department. The book states that “if police culture influences the level of police misconduct, it is important to change it” (Pollock 208). This culture can lead police officers to believe that what others do is okay, which, in turn, makes it okay for them to do it too. These views and actions can be changed by a change in supervision or by taking ethics courses. In conclusion, the Rampart scandal has been terrible for the image and reputation of the LAPD, it has been terrible for the people harassed by the police and it has been bad for the officers who have been led to be corrupt and contrary to law. ethics. Throughout this article, a resounding aspect of supervision emerges. With better supervision, there may be some aversion, but this will keep the department in order and create the cohesion a department needs to succeed..
