Over time, he became a popular communist. Ho Chi Minh was a visionary in North Vietnam, and he will not stop until he makes South and North Vietnam one. In 1919 he petitioned for civil rights in France; he then traveled to the Soviet Union to study revolutionary methods. In the Soviet Union, he joined the Comintern, a Moscow-based group that planned to spread communism throughout the world. The Comintern assigned him the task of spreading communism throughout East Asia, while also spreading communism in the Soviet Union and China. After the start of World War II, he returned to Vietnam.
